Maintenance of Voter Registers

To all persons eligible to vote throughout the municipality.

PUBLIC NOTICE is hereby given of the following:

  1. At a meeting held on February 20, 2026, the Council adopted Bylaw No. 488-2025 entitled “Zoning Bylaw.” This bylaw replaces the Municipality’s former zoning bylaw. At that same meeting, the Council also adopted Bylaw No. 497-2025 entitled “Conditional Uses Bylaw.” This bylaw replaces the Municipality’s former conditional uses bylaw.
  2. At a meeting held on June 3, 2026, the Council adopted Bylaw No. 488-2025-1, titled “Zoning Bylaw.” This bylaw replaced Bylaw No. 488-2025 to bring it into compliance with the MRC’s requirements. At that same meeting, the Council also adopted Bylaw No. 497-2025-1, titled “Bylaw on Conditional Uses.” This bylaw replaced Bylaw No. 497-2025 to bring it into compliance with the MRC’s requirements.
  3. Eligible voters who are entitled to be listed on the referendum roll may request that these by-laws be put to a referendum by entering their name and address and signing the registers opened for this purpose.
  4. These registers will be available from 9:00 a.m. to 7:00 p.m. on July 16, 2026, at the town hall of the Municipality of Stanstead Township, located at 778 Sheldon Road, Stanstead Township, Quebec, J1X 3W4.
  5. The number of requests required for a referendum to be held is 114 signatures from eligible voters.
  6. The results of the registration process will be announced on the same day at 7:01 p.m. at the municipal office;
  7. The by-laws may be consulted at the Stanstead Township Town Hall during regular business hours and on the municipality’s website at the following address : https://www.cantonstanstead.ca/legislation-et-reglements/reglements

 The requirements for being an eligible voter entitled to sign a register for the purpose of participating in a referendum are as follows:

An “interested person” is any person who is not subject to any disqualification from voting under section 524 of the Act respecting elections and referendums in municipalities and who meets one of the following conditions as of February 20, 2026:

  1. Be a natural person of legal age, a Canadian citizen, not under guardianship, and:

a) have been domiciled in an area from which a request may originate for at least 6 months, in Quebec, or;

b) have been, for at least 12 months, the owner of a building or the occupant of a business establishment, as defined in the Municipal Taxation Act, located in an area from which a request may originate, or;

c) have been, for at least 12 months, an undivided co-owner of a building or a co-occupant of a business establishment located in an area from which a petition may originate, and:

  • be designated by the co-owners or co-occupants who are eligible to vote, by means of a power of attorney signed by a majority of them, as the person authorized to sign the petition on their behalf. The designated co-owner or co-occupant must be a person who is not eligible to be included on the referendum list under any other priority category.
  • submit this power of attorney to the municipal office at the address listed above
  1. Be a legal entity:
  2. a) the owner of a building or the occupant of a business establishment, as defined by the Municipal Taxation Act, for at least 12 months, located in an area from which a request may originate; or
  3. b) an undivided co-owner of a building or a co-occupant of a business establishment for at least 12 months, located in an area from which an application may originate, and having been designated by power of attorney and producing such power of attorney in accordance with the conditions set forth in paragraph 4.1.c) above.

In all cases, the legal entity must, by resolution, designate from among its members, directors, or employees a person who, on February 20, 2026, and at the time of exercising the right to file a request, is of legal age, a Canadian citizen, not under guardianship, and not subject to any disqualification from voting, and must file this resolution with the municipality’s office at the address mentioned above.

No person may be registered in more than one location on the municipality’s referendum list, in accordance with section 131 of the Land Use Planning and Development Act (Chapter A-19.1) and section 531 of the Act respecting municipal elections and referendums (Chapter E-2.2). However, this prohibition does not apply to a person eligible to vote who is designated as a representative of one or more legal entities. Under these sections, a person who is an interested party in the relevant zones in multiple capacities shall be registered in only one of those capacities, according to the following order of priority:

  1. a) as a resident;
  2. b) as the sole owner of a real property;
  3. c) as the sole occupant of a business establishment;
  4. d) as an undivided co-owner of a real property;
  5. e) as a co-occupant of a business establishment.

Information regarding which interested parties are entitled to sign an application and the procedures for exercising that right may also be obtained at the municipal office at the address listed above.
